Unlikely there'll be a Tibetan Hamas. First, there has been something like the equivalent in Xingjiang for the last 30 years, and they're even Muslim. Heard much about them? Didn't think so. It makes perfect sense that when the Dalai Lama goes there will be big protests and riots, just like last month, and the results will be similar. Tibet may or may not become more unstable afterward, but I don't see any effective 'terrorist network' there in the short or long term.
